In response to a question about the order of heroes being added to the penal unit:

"When the penal unit was first established, the starting members were Tatsuya, Venetim, Rhyno and a few others. They served as support units in trial operations, and about the time that a few of the starter members had been reduced to little more than husks, Norgalle and Jayce were thrown in, followed by Xylo. Dotta and Tsav are relative newcomers."
